China's former chief negotiator for entry into the World Trade Organization, Long Yongtu, said in an exclusive interview that "overcapacity" is just an excuse given by certain Western countries because of protectionist instincts. When China's products are competitive, they accuse China of "overcapacity." But when their products are competitive, that'd be considered as following pure business logic.
