Family, friends and political leaders continue to mourn the death of Rep. Donald Payne, Jr., lamenting the loss of a man remembered for his kindness and commitment to the communities he served. The loss has left a void of representation for New Jersey's 10th Congressional District, which is centered on Newark and made up of parts of Essex, Hudson and Union counties.
