Baltimore's first female mayor is making her third city hall comeback attempt, saying it's different now. The Democratic primary race is a rematch from four years ago, pitting the former mayor against the incumbent, Mayor Brandon Scott. Dixon, 70, won her first Baltimore City Council seat in 1987, became council president in 1999 and was elected mayor in 2007. She stepped down in 2010 after a conviction for stealing gift cards meant for needy children.
