The legendary eighth Tokugawa shogun Yoshimune, the superior ruler of Edo Bakufu, is known as "the unfettered shogun". Yoshimune Tokugawa, most known as the founder of Bakufu's central government, ventures out into town as a young samurai Shinnosuke Tokuda to rebuke evildoers.
