重磅！回顾“十大反间谍案例” 起底境外间谍机关卑劣手法
4月14日，国家安全部推出4·15全民国家安全教育日重磅专题《创新引领·国安砺剑》上集，总结回顾总体国家安全观提出十年来，特别是党的二十大以来国家安全机关破获的十个重大间谍案件。通过这十大典型案例，起底境外间谍情报机关渗透、窃密、策反的各式卑劣手法，树牢人民群众的反间防谍意识，让间谍“无处遁形”。
案例一：李亨利案
政治安全是国家安全的根本，必须把维护国家政治安全特别是政权安全、制度安全放在第一位。2019年，国家安全机关破获了李亨利资助危害国家安全犯罪活动案。李亨利甘当“内奸”，一方面享受着国家红利，另一方面却不遗余力支持反华活动，尤其是充当反华活动幕后“金主”，从事反中乱港等危害国家安全的活动。本案也入选了平安中国建设第一批案例。
案例二：康明凯、迈克尔案
近年来，随着我国综合国力不断提升，境外个别国家高度关注，一些境外间谍情报机关人员潜入我境内，想方设法打探情报、企图窃取我国家秘密。2018年12月，国家安全机关侦破康明凯、迈克尔为境外刺探、非法提供国家秘密、情报案，严厉打击了境外间谍危害我国家安全的犯罪行为。
案例三：梁成运案
我党政军机关、军工企业、科研院所等核心岗位涉密人员及高校师生是境外间谍情报机关开展情报搜集、渗透窃密的重点目标。他们通过情感拉拢、诱蚀腐化、金钱收买、提供帮助等多种手段，千方百计拉拢策反我机关干部、科研人员、赴境外工作人员甚至是华人华侨，对我国家安全构成严重威胁。

中华人民共和国公民有维护国家安全的义务，不得有危害国家安全的行为。2017年，国家安全机关针对叛逃人员部署了专项打击行动，王丕宏、赵汝芹叛逃案就是其中的典型。叛逃罪是危害国家安全的罪名之一，这起案件也是2012年以来我国首起以“叛逃罪”定罪的危害国家安全案件。

国家安全机关工作发现，一些人员国家安全意识淡薄，被别有用心人士利用，有意或无意间泄露国家秘密，危害国家安全。
案例九：个别军迷非法获取国家秘密案
当前，信息科技迅猛发展，信息数据等已成为重要的战略资源。与此同时，一些背景复杂的境外机构，为规避我国法律法规和重点敏感行业监管，通过各种方式掩饰弱化其境外背景，借助国内咨询公司等行业，窃取我国重点领域国家秘密和情报。

Ten major espionage cases uncovered by security agencies. Case 1: Henry Lee Case
Political security is the foundation of national security. Maintaining national political security, especially the security of political power and system security, must be given top priority. In 2019, the national security agency uncovered the case of Li Henry financing criminal activities endangering national security. Henry Lee is willing to be a "traitor". On the one hand, he enjoys national dividends, but on the other hand, he spares no effort to support anti-China activities. In particular, he serves as the "financier" behind anti-China activities and engages in activities that endanger national security, such as anti-China chaos in Hong Kong. This case was also selected into the first batch of Ping An China Construction cases.
Case 2: Michael Kovrig and Michael Kovrig cases
In recent years, with the continuous improvement of my country's comprehensive national strength, individual overseas countries have paid close attention to it. Some overseas espionage and intelligence agency personnel have sneaked into our territory, trying every means to explore intelligence and steal our national secrets. In December 2018, the national security agency uncovered a case involving Michael Kovrig and Michael Kovrig for spying and illegally providing state secrets and intelligence abroad, and severely cracked down on the criminal behavior of overseas spies endangering our national security.
Case Three: Liang Chengyun Case
Personnel involved in core positions such as our party’s government and military agencies, military industrial enterprises, and scientific research institutes, as well as teachers and students in universities, are the key targets of overseas espionage and intelligence agencies for intelligence collection, penetration and secret theft. They use various means such as emotional solicitation, inducement and corruption, financial bribery, and provision of help to win over cadres, scientific researchers, staff working abroad, and even overseas Chinese who are instigating rebellion against our country, posing a serious threat to our national security.

Citizens of the People's Republic of China have the obligation to safeguard national security and must not engage in acts that endanger national security. In 2017, national security agencies deployed special crackdowns against defectors, and the defection cases of Wang Pihong and Zhao Ruqin are typical examples. The crime of defection is one of the crimes that endangers national security. This case is also the first case of endangering national security that has been convicted of "defection" since 2012.
