कोशी प्रदेशका प्रदेशसभा सदस्य एवं माओवादी नेता गणेश प्रसाद उप्रेतीले मिश्रित निर्वाचन प्रणालीका कारण सरकार स्थिर बन्न नसकेको बताउनु भएको छ । रेडियो कान्तिपुरको नियमित कार्यक्रम द हेडलाइनर्समा कुरा गर्दै उहाँले कसेको बहुमत नपुग्ने र बहुमत सरकार बनाउनुपर्ने दलहरुको बाध्यताका कारण पनि स्थिर सरकार बन्न नसकेको बताउनुभयो । संविधानले गरेको व्यवसथा अनुसार केन्द्र सरकार चल्दा यसको असर प्रदेशमा पनि परेको उहाँको भनाई थियो । स्वायक्तताको मर्म ठीक ढंगले कार्यान्वयन गर्न नसकेको पनि नेता उप्रेतीले बताउनुभयो ।
